Hopefully Firaxis will fix this in the near future. Please note that as of the 2019 Summer Update, rivers and floodplains in world builder maps are still bugged so that they wont flood and that you can't build dams.
Equally if you are reseting for a Fire Nation start (normally about one coastal bias civ spawns there a game), be prepared to conquer some city states as normally one or two spawn there a game (or just lower the number). On some games I've had 5 civs start in the upper right of the map which can get quite chaotic so don't be afraid to reset or lower the number of civs. Tips: As it is a huge map you would normally start the game with 12 civs and 18 city states.
